EMS RTF Training Objectives 

1. Understand the RTF Concept and Mission

  • Define the purpose and structure of a Rescue Task Force.
  • Explain the integration of EMS, fire, and law enforcement in RTF operations.
  • Describe operational zones (Hot, Warm, Cold) and EMS roles in each.

2. Operational Readiness and Safety

  • Demonstrate proper donning and doffing of ballistic PPE.
  • Apply principles of cover, concealment, and situational awareness.
  • Identify and mitigate threats in dynamic environments.

3. Tactical Emergency Casualty Care (TECC)

  • Perform life-saving interventions under TECC protocols:
    • Tourniquet application
    • Wound packing
    • Airway management
    • Chest seals
  • Use the MARCH algorithm for rapid trauma assessment.

4. SALT Triage Implementation

  • Sort patients using global sorting (walking, purposeful movement, still).
  • Assess individual patients using key criteria (respiratory effort, perfusion, mental status).
  • Apply lifesaving interventions during triage (e.g., control bleeding, open airway).
  • Assign appropriate triage categories (Immediate, Delayed, Minimal, Expectant, Dead).
  • Use SALT triage tags or systems effectively in the field.

5. Movement and Extraction Techniques

  • Coordinate with law enforcement for safe casualty extraction.
  • Demonstrate patient movement techniques under threat.
  • Use evacuation equipment (e.g., litters, drag devices) efficiently.

6. Communication and Coordination

  • Operate interoperable radios and communication systems.
  • Relay triage and treatment information clearly to command and receiving facilities.
  • Participate in unified command and understand ICS roles.

7. Scenario-Based Training and Stress Inoculation

  • Engage in realistic simulations involving active threats and mass casualties.
  • Apply SALT triage and TECC under time pressure and stress.
  • Conduct after-action reviews to identify strengths and areas for improvement.

8. Legal, Ethical, and Psychological Considerations

  • Understand legal protections and scope of practice in hostile environments.
  • Discuss ethical challenges in triage and resource allocation.
  • Recognize and manage responder stress and psychological trauma.
